THE PROGRAMME

SECTION 1 · PIM · INTRODUCTION

Knowing who does what — and who to contact — saves time at every stage of the project. Here is the full governance structure of the Programme, from oversight down to your own partnership.

Programme bodies

The Programme is implemented jointly by both countries.

Oversight · both countries

Joint Monitoring Committee (JMC)

Representatives of both participating countries' institutions and civil society. Oversees implementation of the Programme.

Overall management

Managing Authority

Ministry of European Integration of Republic of Serbia — overall management of the Programme.

Contracting & payments

Intermediate Body for Financial Management (IBFM)

CFCU, Ministry of Finance of the Republic of Serbia — procurement, contracting and payment tasks.

Overall coordination

CBC Structure

Government of North Macedonia — Ministry for Local Self-Government — overall coordination in-country.

Expenditure verification

Control Body

Unit within the Ministry for Local Self-Government, functionally separate from the CBC Structure — verifies partner-country expenditure.

Joint Technical Secretariat (JTS) / Antenna Office

Based in Leskovac (Serbia) with an Antenna Office in Kumanovo (North Macedonia). Supports all Programme bodies and assists Grant beneficiaries throughout implementation.

Sole contact with CA/IBFM

Coordinator

Lead Applicant, mandated by partners to oversee implementation and manage the Action.

Co-beneficiary(ies)

Contribute to results and specific objectives, per the Partnership Agreement.

How communication flows

Coordinator is the only contact

Official communication with the CA/IBFM is conducted exclusively through the Coordinator.

Keep the partnership informed

The Coordinator regularly updates Co-beneficiaries on all relevant communication with the CA/IBFM.

JTS supports everyone

Every partner can turn to the JTS for instructions, information and advice throughout implementation.

Partnership Agreement governs the partners

Programme bodies are not a party to it — disputes between partners are solely their own to resolve.

PRAG governs where the PIM is silent

In case of any discrepancy between this Manual and PRAG or the Grant Contract, the latter prevail.

Balanced partnership matters

A genuine, balanced partnership between countries is one of the key success factors of cross-border cooperation.
